Terms of Service

These terms govern your use of ElevenRouter: the API gateway, the dashboard and management API, and the dedicated services such as the Cursor service. Please read them; by creating an account or sending a request you agree to them.

1. The agreement

These Terms of Service (the “Terms”) are a contract between you — the person or organization creating an account or using the service — and ElevenRouter (“ElevenRouter”, “we”, “us”). The Privacy Policy, the Refund & Cancellation Policy and the Acceptable Use Policy are part of these Terms. If you use the service on behalf of a company, you confirm that you are authorised to bind it, and “you” means that company.

You must be at least 18 years old and able to enter into a binding contract. The service is offered to developers and businesses; it is not directed at consumers under 18.

2. What ElevenRouter provides

ElevenRouter is an API gateway. You send requests in the OpenAI-compatible or Anthropic-compatible format to a single endpoint and ElevenRouter routes them to the vendor model you named, with automatic failover between capacity providers, streaming, tool calling, prompt caching, spend controls, logging and analytics. Model usage is billed at the model vendor's official published prices, plus the fees described in section 4. We also offer dedicated services that package models for a particular tool, such as the Cursor service (section 5).

Public facts about the platform — the model catalog, per-model prices, availability, the fee schedule and the changelog — are published on this site and through the API. Where those pages and these Terms differ, these Terms govern the legal relationship and the published pages govern the current prices and technical behaviour.

3. Accounts, organizations and keys

  • Accurate information. Keep your e-mail address, legal name and tax details (used on invoices) accurate.
  • Organizations and members. Usage, credits and settings belong to an organization. Owners and admins control members, keys, budgets and policies; you are responsible for what members and keys of your organization do.
  • API keys are secrets. Anything sent with one of your keys is your usage, whether or not you authorised it. Store keys securely, rotate them, set spend limits and expiry, and revoke a key immediately if it may have leaked. We show a key once and store only a hash of it.
  • Management and provisioning keys can create other keys and change settings; treat them as administrative credentials.
  • One account per person or entity, no sharing of logins, and no accounts created to evade a suspension or a limit.

4. Credits, fees and billing

ElevenRouter is prepaid. You buy credits denominated in US dollars; usage is deducted from your organization's balance per request, at the vendor's official per-token price for input, cached input, cache writes, output and reasoning tokens, plus any plugin fees you opted into (for example web search results). The current fee schedule is on the Pricing page; at the time of writing it consists of a one-time percentage fee on each credit purchase (covering payment processing), an optional platform fee on usage when one is enabled (itemised on every receipt), and a percentage of the official price when you route through your own vendor keys (section 6).

  • Exact billing. Every request has a generation record with token counts and its exact cost; a route receipt is available on request (X-ER-Metadata: enabled). Requests that fail before producing output are not charged, and a response with no output tokens that ended without a finish reason is not charged even if the vendor billed us. Partial streamed output that reached you is billed for the tokens you received.
  • Credits never expire. Promotional and granted credits are spent before purchased credits and are not refundable; unused purchased credits are refundable as described in the Refund & Cancellation Policy.
  • Insufficient balance. When your balance cannot cover a request it fails with 402 insufficient_credits; optional auto top-up buys a fixed amount when the balance drops below your threshold. A small, configurable overdraft may let an in-flight request finish; the shortfall is settled from your next purchase.
  • Payments are processed by our payment processor; we never see or store card numbers. Purchases are final once credits are added, subject to the refund policy. Receipts and downloadable invoices carry the legal name and tax id you enter in Settings.
  • Price changes. Vendor prices change when vendors change them and take effect for new requests immediately; our own fee schedule changes only with notice on the Pricing page and the changelog. Prices exclude taxes; where we are required to collect tax it is shown at checkout.
  • Invoiced accounts. Enterprise customers may settle usage by invoice against a credit line under a separate written agreement; that agreement prevails over this section where they differ.

5. Service plans (Cursor and other dedicated services)

A service plan buys an allowance of model usage for one tool over a period — for example a Cursor plan with a monthly allowance, a fixed 24-hour pass, or an open-ended pack that lasts until its allowance is used. Plans are paid from your credit balance when purchased and, for recurring plans, at each renewal. Each plan comes with a dedicated credential for one developer; sharing that credential between people is not allowed.

  • The allowance is consumed at the model rates shown on the plan; nothing further is charged to your balance per request. When the allowance is exhausted, requests on that credential fail until the period renews or you renew early.
  • Recurring plans renew automatically from your balance. You can turn renewal off at any time; the plan then runs to the end of the paid period. If a renewal fails for lack of balance the plan enters a grace period and then ends.
  • Fair-use limits (requests per minute, tokens per day, maximum output) are part of each plan and shown before purchase.
  • Refunds of plan periods are described in the Refund & Cancellation Policy.

6. Bring your own keys (BYOK)

You may attach your own vendor API keys to your organization. Requests routed through them are billed to you by the vendor; ElevenRouter charges only the BYOK percentage shown on the Pricing page for routing, failover and observability. You warrant that you are entitled to use those keys with us, that doing so complies with the vendor's terms, and that you will pay the vendor. BYOK secrets are encrypted at rest and used only to sign requests on your behalf; you can remove them at any time.

7. Your use of the service

You may use ElevenRouter for any lawful purpose consistent with the Acceptable Use Policy and with the usage policies of the model vendors whose models you call. In short: no illegal content or activity, no harm to others, no attempts to break, overload, reverse-engineer or probe the platform or its upstream capacity, no reselling of the service as a bare proxy without our agreement, and no use of outputs to develop competing models where a vendor forbids it. You are responsible for the content you send, for the applications you build, and for reviewing outputs before relying on them.

8. Third-party models and outputs

Responses are generated by models built and operated by third parties (Anthropic, OpenAI, Google, DeepSeek and others). ElevenRouter does not train or control those models. Model outputs can be inaccurate, incomplete, biased or unsuitable; they are not professional advice. Vendors may change, deprecate or retire models; when a model is retired we announce it, and forward requests to its published successor where one exists, as described in the changelog and the model lifecycle documentation. You own the outputs your requests produce to the extent the applicable vendor terms and law allow, and you grant us no rights in them beyond what is needed to deliver and record the request.

9. Your content and our data handling

We process your prompts to deliver them to the model and return the answer. By default we do not store prompt or completion text; we store request metadata (model, tokens, cost, timing, status, routing) for billing, analytics and support. Storing prompts and completions is an organization-level option you control. We do not use your content to train models. Details, retention periods and your controls are in the Privacy Policy and the privacy & data handling documentation. You grant us the limited licence needed to operate the service as described there.

10. Availability and changes

We aim to keep the service available at all times and publish live availability, ninety days of history and incidents on the Status page. The service depends on third-party model vendors and capacity providers whose outages we route around where we can but cannot prevent. Unless a written agreement says otherwise, the service is provided without an uptime guarantee. We may change or discontinue features; breaking API changes are announced at least 90 days ahead in the changelog, additive changes ship without notice.

11. Intellectual property

ElevenRouter, its software, documentation, SDKs and branding remain ours or our licensors'. You receive a non-exclusive, non-transferable right to use them to access the service while your account is in good standing. The published SDKs are provided under the licence in their repositories. You may not remove notices, or use our name or marks to imply endorsement without written permission.

12. Disclaimers

The service and all model outputs are provided “as is” and “as available”. To the fullest extent permitted by law we disclaim all warranties, express or implied, including fitness for a particular purpose, accuracy of outputs, non-infringement and uninterrupted or error-free operation. Nothing in these Terms limits rights that consumer or other law grants you and does not allow to be limited.

13. Limitation of liability

To the fullest extent permitted by law, neither party is liable for indirect, incidental, special, consequential or punitive damages, or for lost profits, revenue, data or goodwill, arising from the service or these Terms. Our total liability for all claims in any twelve-month period is limited to the fees you paid to ElevenRouter for the service in that period. These limits do not apply to a party's fraud, wilful misconduct, or liability that cannot be limited by law.

14. Indemnity

You will defend and indemnify ElevenRouter against third-party claims arising from your content, your applications, your breach of these Terms or of a vendor's usage policy, or your violation of law, including reasonable legal costs.

15. Suspension and termination

You can stop using the service at any time and delete your organization from Settings; deletion removes keys, budgets, policies, presets and stored prompt bodies, while billing records are kept as the law requires. We may suspend keys or an account when we reasonably believe they are used in breach of these Terms or a vendor policy, present a security risk, or are subject to a legal demand; we notify you unless prohibited from doing so and lift the suspension when the cause is resolved. We may terminate accounts that remain in breach. On termination the refund policy applies to unused purchased credits. Sections 8, 9 and 11–17 survive termination.

16. Governing law and disputes

These Terms are governed by the law of the jurisdiction in which the ElevenRouter operating entity named on your invoices is established, excluding its conflict-of-law rules and the UN Convention on Contracts for the International Sale of Goods. Before starting a formal proceeding you agree to contact us at hello@elevenrouter.com and give us thirty days to resolve the matter. Mandatory consumer-protection law of your country of residence is not affected by this section.

17. Changes to these terms

We may update these Terms. Material changes are announced by e-mail to organization owners and in the dashboard at least 14 days before they take effect, and the “last updated” date above changes. Continuing to use the service after that date means you accept the new Terms; if you do not, stop using the service and ask for a refund of unused purchased credits.

Plain-language summary: you prepay for model usage at official vendor prices plus published fees; you own your prompts and outputs and control what we store; models come from third parties and can be wrong; keep your keys secret; do not do anything illegal or harmful; we can suspend abuse; our liability is capped at what you paid us in the last year.
